Modifications to the Rules of Golf

The following temporary modifications to the Rules of Golf are in place during the Covid-19 restrictions. The modifications are considered acceptable for the submission of Qualifying Scores by the R&A and England Golf:

Recording of Scores
Methods of scoring in that do not strictly comply with the normal methods used under Rule 3.3b are allowed:

  • Players must not physically exchange scorecards.

  • Players should record their own scores on their own score card or an electronic device.

  • The ‘marker’ should not physically certify the player’s hole scores, but some form of verbal certification must take place.

  • The score card should not be physically returned to the Committee. See separate guidance on how to return scores.

Bunkers: Preferred Lies
When your ball lies in a Bunker, you may mark your ball, lift and clean it, before replacing it in the bunker within 6 inches no nearer the hole, using the procedures for replacing a ball under Rules 14.2b(2) and 14.2e.

Note: the area cannot be smoothed before placing.

Flagsticks and Ball Holed

  • Flagsticks must not be removed from the hole at any time.

  • Players may centre the flagstick in a safe manner which does not involve using the hand, even when wearing a glove or using a towel (for example, by using a club).

  • The centring of the flagstick is allowed while another player putts (this may be desirable in windy conditions when the flagstick is leaning towards the player making the stroke).

  • The ball is considered holed if any part of the ball is below the surface of the putting green, even if not lodged against the flagstick.
